THE SETTLEMENT SYSTEM AS AN IMPORTANT LINK WITHIN THE TERRITORIAL STRUCTURE OF NATIONAL ECONOMY

Summary

To build up the settlement systems on the basis of developing various relations among the inhabited localities is considered to be a progressive form of the spatial organization of society and a general trend in improving the national settlement network. It is an objective result due to the accelerated rates and the large scales of public production which in its turn is closely related to the ever deepening process of territorial division of labour.

The main goals, pursued by the settlement systems’ formation, are economic, social and ecological. The economic goal necessitates such a reconstruction of the settlement network which will enable to establish a rational spatial organization of the productive forces and to achieve' the best possible economic effect for the national economy. The social goal means to create favourable living conditions and a proper atmosphere for people’s versatile improvement almost alike in all regions. The ecological goal suggests that the natural environment should be protected and its qualities changed for the better because it is of paramount importance for supplying resources, it is the natural miliew for both the present and coming generations to live in and it steadily makes the relationship between nature and society more harmonious.

In 1977—1982, the period when the settlement systems were functioning, hey revealed their advantages. In spite of that some problems arose, caused by the heavy concentration of public activities in those settlement systems having or their centres district towns; the inadequate involvement of each settlement from the viewpoint of its functions into the integral life of a certain settlement system, taking into consideration the natural, social and economic conditions available; he unsatisfactory communications of the mountainous settlement systems.
