Summary

The present report is devoted fo the 50 ieth anniversary of formation of the Union of the Soviet Socialist Republics. It was underlined that the jubilee anniversary had extraordinary meaning for the development of the Soviet society and for the nations in the socialist community and also for all the working people in the rest of the countries and continents.

The creating and consolidating of the multinational Soviet country in political, economical and cultural field are being realized on the principles of socialism and proletariat internationalism.

The forming of the USSR is a straight continuance of the deed of Great October 1917, which opened a new era in the mankind development. The new Soviet country is created over the ruined state apparatus of explioting Russia, which, like other imperialistic countries was a centre of the most fierce national — colonial oppresion, a country where the national problen was one of the most difficult problems for solving.

For solving that problem the great role of V. L. Lenin was underlined, who composed scientifically well-grounded international programme for brother unity and friendship among nations in the new Soviet state.

In the course of revolution and socialistic construction, the Communist Party inr the USSR coins the moral — political unity between separate nations and nationalities, united in union and autonomous republics, autonomous regions and national regions. The principles of socialist patriotism and proletariat internationalism exclude any violence of one nation over another. They help for the national discords to be overcome and assure for brother contribution between different nations and nationalities, for creating centralized power and assurance of true democratism of the working masses.

It is also spoken a lot about the tasks which the working people in the USSR have to solve during the ninth five-year plan (1971—1975). As a main task in the field of rational location of productive forces and improving the territorial proportions in the national economy is the firther accelerated adoption of national resources and increase of economical potential of the eastern regions of the country — Siberia, Far East, Kazahstan and Middle Asia.

At the end the author underlines that the XXIV Congress of the Communist Party of the Soviet Union characterizes contemporary phase in the life of the soviet socialist society as a phase of developed socialism. During that very phase the main ecomonical task of the communist building — creating the material-technical basis of communism —is solved.
